In the name of Allah, the Most Beneficent, the Most Merciful

Today, on June 27, 2025, at the initiative of the Intra_ Afghan Coalition for National Discourse, Afghan Global Diaspora Council and the International Foundation for the Reconstruction of Afghanistan, an important international virtual conference was held under the title “Mobilizing Investment and Humanitarian Support for Afghanistan.”

In this important meeting, which was convened based on a deep understanding of Afghanistan’s humanitarian, economic, and social crises and on the basis of national, human, and international responsibility for the country’s positive transformation, representatives of Afghan diaspora communities, international aid and charitable organizations, interested private investment companies, representatives of relevant Afghan government agencies, chambers of commerce, as well as academic figures and prominent personalities in the fields of economics, political science, and social affairs participated.

The main speakers of the conference and all participants emphasized that in view of the decades of suffering of the Afghan people and the current global political and economic isolation, helping the people is an urgent, moral, and human responsibility and should never be delayed due to political or ideological pretexts. The people of Afghanistan, like other people of the world, have the right to a prosperous and dignified life, and every impartial effort to achieve this right is a sacred human mission.

In the conference, representatives of the relevant Afghan governmental sectors in their speeches stated that security has been ensured throughout the country, suitable conditions for the implementation of investment and sustainable economic development projects are in place, and they pledged to take all necessary steps to facilitate investment and humanitarian activities.

In two specialized workshops of the conference (humanitarian aid and economic investment), it was emphasized that sustainable solutions to Afghanistan’s humanitarian, economic, and social situation must be sought through international, regional, and national cooperation.

1 – Commitment to Investment and Sustainable Economic Development

In this section, detailed speeches were given by representatives of relevant sectors about investment facilitation, sectoral priorities, and the foundations of economic growth.

One of the important achievements was the official introduction and broad support of Afghanistan’s National Economic Reform Program (NERPA). NERPA is an Afghan-centered,

non-political, and broad national plan aimed at designing and implementing infrastructure projects for economic growth, creating employment opportunities, investment, and production space, and establishing transparent and coordinated mechanisms.

NERPA experts also presented solutions to economic sanctions and financial obstacles. It was stated that the NERPA program includes project plans in the areas of energy production, mining, agriculture and industry, transportation and roads, health, education, smart technology, and artificial intelligence.

Demand: The conference participants called on all national and international donors, investors, and Afghan diaspora professionals to participate in the creation of a joint working network for the implementation, monitoring, consultation, and support of national development programs, and to mobilize their professional experiences and financial capacities.

2 – Understanding of the Afghanistan’s Humanitarian Situation and an Urgent Call for Aid

In the humanitarian aid workshop, representatives of active humanitarian and charitable organizations inside and outside the country introduced their activities. Based on the analysis of the humanitarian situation and widespread poverty, the following key points were emphasized:

More than 28 million people need assistance, over 20 million are facing hunger and food insecurity, unemployment, mass return of refugees, restrictions on women’s employment, disability, freezing of Afghanistan’s assets, international sanctions, and the suspension of international aid have further worsened the situation.

Demand:The international community, aid agencies, charitable organizations, and the United Nations were requested to initiate and continue responsible, transparent, and urgent humanitarian aid without political, administrative, or external obstacles.

The importance of interaction, regular meetings, and coordination of experiences and capacities between the Afghan diaspora and international charitable organizations was also highlighted.

3 – Specific Steps to Implement the Conference Resolutions

Based on the principle of practical action and commitment, the conference adopted the following decisions:

1. The organizing institutions of the conference will establish a joint working committee that will be responsible for following up, coordinating, implementing, and monitoring the above demands and the following decisions

2. The series of similar conferences will continue. NERPA officials, humanitarian organizations, and diaspora representatives will form a network of coordination and shared vision, to begin the implementation of initial public-benefit projects and organize humanitarian aid. Each institution or network partner will present its activities, progress, and challenges for the next conference.

3. The distribution of aid must be through transparent, fair, accountable mechanisms and linked to economic development. Aid should be integrated with labor, production, and employment. Joint monitoring mechanisms by the diaspora, local observers, and the government should be established and strengthened.

4. An international campaign for public awareness about NERPA, humanitarian aid, and economic reconstruction will be launched, which will include media, social, video, and website content.

5. This conference is free from any internal or external political agendas, party goals, and influences. Its sole purpose is to contribute to human, economic, and social stability in Afghanistan.

6. The participants of the conference welcomed the government’s commitments, but emphasized that public oversight, transparency, and accountability should be the foundation of trust in the process of aid and investment.

4 – Conference Message

Afghanistan is not just a crisis, but a global, humanitarian, and national responsibility.

Now is not the time for slogans, but the time for action, innovation, trust-building, and real cooperation.
